I haven't fully tested at what threshold they come on, but if you fully lift your foot off the throttle they come on after a fraction of a second
Yea, I just found this forum post and a few others that indicate brake lights do come on dependent on regen setting and the amount of deceleration, just goes to show dealers really know their stuff... They almost lost a sale.

Try to decide to wait for Tesla Y or get an I-pace. Test drive a HSE, love it. Right now, can get 2019's with big discount and $7,500 tax credit. Main concerns are: 1) drive rang/charge options when travelling. 2) Is it reliable? 3) Service (not sure if my local Jaguar dealer knows EV well)...
Second time this happened to me, I unplug, get in the car, drive off ... and a minute later at about 25mph I hear a 'cloink' and see something moving out of the left corner of my eye ... It's a feature, not a bug.
