Piece of plastic inside rear wheel well

If you look inside the rear wheel wells of the I-Pace (towards the back portion), there is a piece of black plastic that looks like it's tacked on as an afterthought. Originally I thought these may have been part of shipment process. But when I looked at other I-Pace(s)? at the dealer, they all still have this piece of blacl plastic attached. Are these those minute additions for aerodynamics? They don't seem to function as pieces that hold the wheel well liner attached.

are possible reasons for the piece. My State only requires body work over the top of the tread, not down the back. One of the screws that hold it on, also attaches the fender liner to the frame. There may be a specific dirt-wind trail at that spot, the piece redirects flow to stop it. I have sent a picture with the fender off. I took the picture when I was installing the trailer hitch.
