This issue just occurred on my car this morning. I originally heard a scratchy, static-y sound and thought it was coming from the stereo. To my ears it sound electrical, like radio static, but it remained after I turned off the stereo. I was admittedly a little concerned that might just be the sound an EV makes before it bursts into flames. The noise later changed a bit into more of a rubbing sound. I got home and looked around the tire and found the deflector loose and rotated against the tire. The outboard clip on mine was too damaged to snap back in, so I took the whole thing off. My deflector was ground short by the tire just like rcomeau's.
