Using the general simplicity that I learned about electrons: You have to have a higher pressure(voltage) of the electrons at the charger, to charge a battery with a lower pressure(voltage). If the voltages are the same, electrons have no motive force to want to move.

Do you have a reference for the power transfer formula you describe above?
What is meant by temperature of the charger?
For the BEV battery pack the concept of temperature is more intuitive, and its effect on electron/Lithium ion mobility vis a vis battery chemistry. Which leads me to another question.
When you charge in winter and the battery temperature is below optimum the charging process is throttled until the battery has been warmed up. Are those areas/modules of the battery which have received charge at lower rates replenished or is that charge capacity locked?

Apologies folks, my memory has failed me and I've messed up the references - power instead of pressure!! It's completely the wrong formula - back to the drawing board.
