OK, go to HOME, then cycle 3 screens with a left swipe.
Push LIVE.
Now you will see an UPDATE icon.
I press that and it says "System up-to-date" "Last updated 25/01/19"

Was that an undocumented OTA update?
Anyone else have a different number?

I just tried.

The first 2 times got "Live not available"

Third time worked "System up-to-date" Last updated 26/01/19
I don't have a clue what that last update would have been.
But.....my infotainment needs an update from the dealer.
Window Sticker Specs say I have AA and Carplay, but is not showing up on screen.
Current ver. 14.2
Info ver. S18C_18.37.1-222737. :frown2:

Just checked mine, still saying last update "Last Updated 8. November 2018"
My car (north California) was also updated on 1/25. I think it’s just the ‘live’ app part of the system. The infotainment and telemetry are the same (18c and 14.2 in my case)

That seems to be the case indeed: I just tried to access the "live" functionality and it gave me "Not available"; when I put the SIM card back in I did get the menu. So the SIM card is required for that "live" stuff.

In addition, I searched the manual. There's no entry for "live", implying 3rd party stuff that may change.

Furthermore, the manual states that the user will be notified of OTA updates:
Jaguar Owner Information

In other words, your "live" stuff may be getting updated automatically; but that has nothing to do with the system and car functionalities .. for which you need to initiate the update yourself after receiving that availability notification.
